Joan B. Palmer, President
Joan began her career in Human Resources Management at the University of Vermont, where
she worked in employment, compensation, records management, employee relations, career
development and personnel data processing systems development. At UVM she was instrumental
in developing and implementing a comprehensive compensation program for UVM's 1800 staff
positions, and she managed the Wage/Salary Administration and Employment Offices prior to
starting Palmer & Associates. This broad-based experience in all facets of program
design, implementation and management and working directly with employees gives Joan an
informed perspective on the likely short- and long-term implications of clients' problems
and possible solutions to them. Joan received her undergraduate degree from the University
of Vermont and has done graduate work in business education.
Judith A. Schultz, Compensation Consultant
Judy got her start in the compensation field at the University of Vermont, where she
worked closely with Joan Palmer in developing UVM's staff compensation plan, while
staffing the University's EEO/Affirmative Action Program. She later moved on to work in
grants and contracts administration at UVM, which gave her valuable experience as both a
first-line supervisor and mid-level manager in a non-personnel function. As a consultant,
Judy works primarily on compensation-related projects, and also assists clients in writing
and editing personnel policies and handbooks. In addition to her consulting work, Judy
plays a key role in researching and developing P&A's proprietary methods and
materials, and in managing P&A's business affairs. Judy holds a bachelor's degree in
history from Douglass College/Rutgers University.
David C. Palmer, Placement Consultant
Prior to joining the recruiting wing of P&A, David's experience was in management at
IBM's semiconductor research and manufacturing facility in Essex Junction, Vermont. At
IBM, the focus of David's experience for 15 years was in the management of functions that
included Communications, Administration and Engineering Support. This experience at IBM
provided David with a solid base for understanding the staffing needs of P&A's
corporate clients. It also provided him with significant experience in interviewing and
career counseling, skills which have been highly effective in screening potential
candidates for positions for which P&A is recruiting. David holds a bachelor's degree
from the University of Vermont, with concentrations in economics and management.
Judith J. Boutin, Human Resources Consultant
Before joining Palmer and Associates, most of Judy's career was with the Human Resources
Department at the Chittenden Bank in Burlington, Vermont. During her fifteen years at the
bank, Judy held positions in Compensation and Benefits Administration, Recruiting and
Training. Judy's experience at the bank and her active involvement in The American Society
for Training and Development (ASTD) have proven valuable in her role at P&A, where her
responsibilities include recruitment, career counseling and corporate training.
